Simply “covering” the topics or aligning textbooks to the State (or Common Core) standards is not enough. Even if the scope and sequence of the local curriculum is aligned with the standards, it still does not ensure achievement of the higher expectations described in the standards. Standards were written with the expectation to foster students’ intellectual engagement with the subject matter. In true standards based instruction, student learning is the focus: aiming for a high and deep level of student understanding that goes beyond traditional textbook-based or lesson-based instruction. A standards-based system uses assessment to drive instruction and consistently and clearly uses standards to focus on ways to ensure learning for all students.
