House Bill 115 (HB115) established the Educational Regional Service System (ERSS) and requires the creation of a coordinated, integrated and aligned system to support state and school district efforts to improve school effectiveness and school achievement.

It is the intent of the general assembly that the ERSS would reduce the unnecessary duplication of programs and services without reducing the availability of the services needed by school districts and schools. As part of the ERSS, the State Support Team in each of the 16 regions is now comprised of the former Regional School Improvement Team (RSIT) personnel and the former Special Education Regional Resource Center (SERRC) personnel.
