Supplemental Educational Services

Under the No Child Left Behind (NCLB) Act, school districts in Second Year School Improvement Status are required to provide parents and their children with the option of using Supplemental Educational Services (SES) to help their children. Students from poverty/low-income families are eligible for SES, if they attend and remain in eligible schools. If the LEA has insufficient funds to provide these services to all eligible students, priority is given to low-achieving students from low-income families. The ESC of Cuyahoga County is an ODE approved provider of SES and information can be found on this page for district coordinators, parents and certified teachers interested in tutoring.
 




Information for District Coordinators
The ESC of Cuyahoga County is an ODE approved provider of Supplemental Education Services (SES) that districts can include on the listing of providers given to families. For those families that chose the ESC as a provider, the ESC will work with the district coordinator to get student information, provide tutors and materials, and keep ongoing records to student progress to be shared with parents and teachers. Families must work through their school district process to request SES services.

Responsibilities of the Approved Provider
As an approved provider, the ESC of Cuyahoga County is required to do the following:
  • Ensure that the instruction provided is aligned with Ohio’s academic content standards and in the case of a student with disabilities, is consistent with the Individuals with Disabilities Education Act.
  • Provide parents of children receiving SES and the appropriate school with information on the achievement progress of each child, in a format and, to the extent practicable, in a language that the child’s parents can understand.
  • Enter into an agreement with the local school district and parents of an eligible child. At a minimum the agreement will contain data-based student goals, progress measures, and reporting dates.
  • Meet all applicable federal, state, and local health, safety, and civil rights laws.
  • Ensure that all instruction and content are secular, neutral, and nonideological.
  • Comply with the Assurances set forth in this RFP.
  • Comply with the Eligibility Requirements set forth in this RFP.
  • Comply with all reporting requirements and timelines for submitting such reports to the LEA and ODE.
Responsibilities of the Local Educational Agency
Qualifying school districts that the ESC may serve as a provider for are required to do the following:
  • Identify eligible students.
  • Notify parents annually (in an understandable and uniform format, and, to the extent
    practicable, in a language the parents can understand) of:
  • The availability of supplemental educational services.
  • The approved providers whose services are available to the school district.
  • A brief description of the services, qualifications, and demonstrated effectiveness of each approved provider to assist the parent in selecting a provider.
  • Contact providers selected by the parents and enter into a contractual agreement on behalf of the student.
  • Monitor the “Responsibilities of the Approved Provider” listed above.
  • Keep records of the student’s progress per the agreement.
  • Be responsive to any reasonable request or audit from ODE, LEA or parents.
  • Not to disclose to the public the identity of any student who is eligible for or receiving supplemental educational services without the written permission of the parents of the student.
  • Enter into an agreement that complies with Section 1116 (e)(3) of the ESEA/NCLBA.
Information for Parents
If you are a parent looking for tutoring services for your child, please be advised that the tutoring services provided by the ESC of Cuyahoga County are only through the SES program at eligible school districts. We are not a private provider of tutoring services. To learn more about SES tutoring services for your child, you must first contact your school district to learn if your district or building and your child are eligible for SES tutoring based on regulations and procedures from the Ohio Department of Education and your school district. If so, it is during this process that you could select the ESC as a provider of services and the school district would initiate a contact for services with the ESC.

Frequently Asked Questions:

Where do you provide tutoring services?
Our services are provided in a public library or other public location, such as a community center, as agreed upon by the tutor and family.

How many hours per week do you provide tutoring?
We provide 2 hours of tutoring per week. This can be for two 1-hour sessions or one 2-hour session. We suggest limiting the 2-hour sessions to older students.

When do you provide tutoring?
Tutoring begins within 30 days of when the school district contracts with us and ends during the first week of May. The tutoring must be outside of school hours. The days and times of tutoring are set up between the tutor and the family on a mutually agreeable schedule.

What are the qualifications of your tutors?
All of our tutors are certified teachers in Math, English/Language Arts and/or Special Education. This exceeds the minimum qualifications for SES tutors. We have a list of ESC tutors that we then assign with the best fit for the student’s grade level and subject area(s) for tutoring.

What grades and subjects do you tutor?
We provide tutoring for students in grades K-8 for reading and/or math.

What curriculum do you use?
For students in grades 3-8, we use the Buckledown curriculum that is aligned to state standards and already includes pre and post assessments. For younger students, we develop a developmentally appropriate program with multiple types of materials focusing on their areas of greatest need.

Do you provide transportation?
No, we do not provide transportation.

What is your policy on absences from tutoring sessions?
After two no-shows or four called absences, we may discontinue tutoring services so that the tutor’s time and school district funds can be used most effectively.
